Does God Cause us Troubles and Misfortunes? Reading Psalms 71 #258

Multiple times in the Psalms- almost 50 - God is declared to be our refuge - a shelter from trouble and distress. How then can it be that our refuge from trouble can also be the source of our troubles and distresses?!
